The New York City Department of Housing, Preservation and Development has filed its Bed Bug Report on the New York City website. The annual report provides a detailed overview of the plan and progress the city is making in combatting this pest. In this report we examine the NYC Department of Housing Preservation and Development data regarding the status of the city’s “bed bug interventions”. Nyc Bed Bug Annual Report
Introduction
This Annual Report is the most comprehensive document ever produced on bed bugs in New York City. It contains more than 50 recommendations that were developed by 27 different working groups of stakeholders, including government agencies, elected officials, non-profit organizations and leaders from the private sector. These recommendations are broad in scope and will help New Yorkers avoid becoming victims of bed bug infestations and help those who are already affected to better manage their situations.
Introduction
First things first: what are bed bugs? Bed bugs, scientifically known as Cimex lectularius, are small nocturnal insects that live in or near areas where people sleep. They feed on blood and typically hide during the day. Bed bugs have flat bodies about the size of an apple seed. They can be found in mattresses, box springs, furniture and clothing that has not been recently laundered.
Bed bugs were once rare in developed countries but have become more prevalent since World War II because of increased international travel and immigration from areas where pest control practices were less reliable than they are today (for example, Central America).
In order to get rid of bedbugs you need to treat them at every stage of their life cycle with both products that kill them directly and those that prevent them from reproducing (aka “knockdown” and “knockout”). Housing Preservation and Development (HPD)
Housing Preservation and Development (HPD) has the authority to inspect for bed bugs in all NYC buildings. It also has the authority to regulate bed bug treatments in all NYC buildings, as well as regulate bed bug prevention and education practices in all NYC buildings.
The Mayor’s Office of Operations
The Mayor’s Office of Operations is a division of the Mayor’s Office of the Chief Operating Officer. The Mayor’s Office of Operations includes the Citywide Call Center, 311 and M.O.E.M., which are also part of this division.
The Citywide Call Center is responsible for handling all non-emergency calls to 511 (the “Call Before You Dig” number) and 311 (the city’s main customer service line). The call center also handles requests for graffiti removal or other services that require in-person visits by city staff or contractors at no charge to residents within New York City limits; animal bites and illnesses; information about street closures due to weather conditions (such as roadwork), etc.; non-criminal investigations into property damage caused by storm events such as flooding or fallen tree branches from hurricane winds; complaints about noise from construction sites in residential areas during certain hours per day on weekdays only; complaints about buildings with unsafe conditions like broken windows or decaying walls where children could get hurt playing inside them…
Department of Health and Mental Hygiene (DOHMH)
The Department of Health and Mental Hygiene (DOHMH) is responsible for conducting surveillance on bed bug populations in New York City. DOHMH operates a hotline that provides information on pest management, treatment, prevention and more. They also have an extensive website with recommendations for preventing and treating bed bugs. Department of Housing Preservation and Development (DOBB)
The Department of Housing Preservation and Development (DOBB) is tasked with several responsibilities regarding bed bugs. These include its Bed Bug Task Force, the Bed Bug Response Unit, and the Bed Bug Registry.
The DOBB’s Bed Bug Task Force is a multi-agency task force comprised of city agencies that respond to housing issues. The task force includes representatives from DOBB, HPD’s Bureau of Pest Control Services (BPCS), Office of Emergency Management (OEM), NYC Emergency Management (NYCEM), NYC Health Department (DOH) Division of Disease Control, Environmental Protection Agency Region 2 Office, New York City Fire Department (FDNY), NYPD Community Affairs Bureau; Departmental Personnel Review Board; Consumer Affairs Division; Metropolitan Transportation Authority Police Department; Port Authority Police Department; Department of Investigation; Queens Borough President’s Office; Brooklyn Borough President’s Office; New York State Attorney General’s Office; Building Inspection Division—Departmental Audits & Investigations Unit ; Buildings Enforcement Section—Departmental Audits & Investigations Unit ; Civil Court—Civil Enforcement Section .
Department of Homeless Services (DHS)
The Department of Homeless Services (DHS) provides shelter, housing and services to over 57,000 homeless people every night. DHS is the largest provider of homeless services in the United States. The agency has a 24-hour hotline at (718) 729-4300 to report bed bug infestations.
New York City Housing Authority (NYCHA)
NYCHA is the largest public housing authority in the United States. It has more than 400,000 residents who live in 178,000 apartments across 23 developments and 845 scattered sites throughout New York City. NYCHA’s staff members oversee maintenance of these units on a daily basis. In addition to providing safe housing for low-income families and individuals, NYCHA provides services such as educational programming for youth, job training and placement assistance for adults, transportation subsidies to help residents get to work or school, outreach that promotes healthy lifestyles among residents, support groups for children struggling with emotional challenges and much more!
Members of the NYC Bed Bug Advisory Board
The NYC Bed Bug Advisory Board is a group of experts who work with the NYC Department of Health and Mental Hygiene (DOHMH) to combat bed bugs in New York City. The board is made up of representatives from:

- Department of Health and Mental Hygiene (DOHMH)
- New York State Office of Temporary and Disability Assistance (OTDA)
The board meets quarterly to discuss how best to educate tenants, landlords, property managers, building owners/managers, pest control professionals, and others on how they can help fight bed bugs in their buildings.
