Vinegar is made through fermentation of ethanol wine that goes through a bacterial process to convert it into acetic acid (the main component of vinegar). When used as a repellent for carpenter bees naturally, you will want to use apple cider vinegar because it has been found effective with other bee species too like honey bees and bumblebees.
